UNIVERSAL STUDIOS FLORIDA TIF DISTRICT
When Universal Orlando began its planning for the second gated attraction on its main campus, the developer and the city had to identify a means to finance a complex new interchange with Interstate 4 and Kirkman Road. What emerged was a multi-level roadway project with a very large price tag. Levey worked with Universal Studios to create a transportation-based Tax Increment Financing District to finance the project.
