ANNEXATION ANALYSIS

This effort created a template for strategic decision making for the City of Kissimmee when it considers annexation as an additional economic development tool to advance its fiscal, social and service delivery goals. The data collected and analyzed in the study was not the final decision-making tool on any one particular area. Instead, the study informed the City as to the practicality of the financial issues associated with the various areas studied. It also established an annexation program with various strategies appropriate for each study sub-area. Phase II of the engagement resulted in the City annexing all of its enclaves in cooperation with Osceola County. This resulted in a net positive fiscal impact and eliminated under-served pockets of unincorporated areas that had existed for decades.
